The California ISO's function is often compared to that of air traffic controllers. It would be grossly unfair for air traffic controllers to represent one airline and profit from allowing that company's planes to go through before others. In the same way, the California ISO operates independently—managing the electron traffic on a power grid we do not own—making sure electricity is safely delivered to utilities and consumers on time and reliably.

Relocation assistance is available.Job DescriptionUnder the general direction of the manager, assists in ensuring development of high quality market design policy proposals that receive CAISO governance and regulatory approval. As part of this, assists in assessing market design policy development conducted by the Market and Infrastructure Policy department to ensure that policy initiatives 1) are consistent in approach and that associated documentation adequately supports the proposed policy, 2) reflect best practices in other ISOs/RTOs and in non-ISO/RTO sectors, and 3) sufficiently address primary stakeholder concerns raised during the policy development process. Develops and/or reviews documents and presentations.

What You Will Be Doing

  • Participates as a team member in various stakeholder initiatives to ensure efficient and effective coordination of ISO market design proposals that reflect the diverse needs of stakeholders. Assists in ensuring proposals are complementary to the overall ISO market design and address interdependencies among market design policies.
  • Develops and/or reviews documents and presentations that describe ISO policy proposals. Ensures documents and presentations clearly and concisely describe and justify policy proposals and are high quality. Develops charts and other graphics for documents and presentations.
  • Summarizes stakeholder comments regarding market design proposals. Identifies areas in which stakeholder concerns are not sufficiently addressed as part of the stakeholder process.
  • Examines and summarizes market design best practices in other ISOs/RTOs.

QualificationsLevel of Education:A Bachelor’s degree (BA/BS) or equivalent education, training and experience in Economics, Public or Energy Policy, Business, or related field.

Amount Of ExperienceEducation or equivalent, plus two or more years of related experience.

Type Of ExperienceExperience in the energy or utility industry with engineering, economics and/or policy development desired. Strong writing, editing, and presentation development skills required. Preparation of presentation materials, specifically using advanced level PowerPoint.

OtherMust be able to work effectively in a team environment. Must be able to handle a dynamic and changing work environment, and work well independently. Excellent analytical, verbal and written communication skills required. Strong computer skills in Microsoft Office Suite specifically advanced level PowerPoint. Self-motivated, problem solving skills, and the ability to influence others without direct authority. Ability to quickly assimilate new information and exercise sound judgment.
